Mr. Haynes serves as Special Assistant to the Dean of the Clarence M, Mitchell, Jr. School of Engineering at Morgan State University in Baltimore Maryland. Simultaneously, he serves as the Managing Director of the Chesapeake information Based Aeronautics Consortium, which includes the University of Maryland Eastern Shore and Bowie State University as constituents. Mr. Haynes has served as the Executive Vice President of REMSA, Inc., a research and engineering services company that provides services to government agencies and industrial clients. Mr. Haynes served NASA for 32 years at the Langley Research Center in Hampton, Virginia. He served in many capacities during the course of his career. Mr. Haynes served as Head of the Experimental Flight Systems Section. He was responsible for research support associated with advanced avionics systems being developed for potential use on future civil transport aircraft. Systems, aboard a Boeing 737-100 aircraft, were used to perform flight experiments of developments from international, national, academic, and purely industrial research laboratories Mr. Haynes served as Head, Spacecraft Power Systems Section, which was responsible for the design, development, and in most cases, the building of the power systems for NASA Langley’s small, low earth-orbit spacecraft. This was the first supervisory assignment of its kind ever given to an African American at the Langley Research Center. Mr. Haynes served as Power Systems Engineer for the Dual Air Density Satellites, and he served as Project Scientist for the study of several thermo-electric generator systems in support of the Mars Viking Lander Program, the study of radiation effects on optical materials and radiation-induced luminescence in optical materials, the study of particulate radiation effects on the spectral response and current-voltage characteristics of silicon solar cells. Additional management assignments, at NASA included the Systems (safety) Operations Committee; the Electronics Curriculum and Trades Committee; the Incentive Awards Committee; and Technical Coordinator for a non-personal services contract; Mr. Haynes has written over 12 technical reports and journal articles, and many technical memoranda. The following are among the awards received by Mr. Haynes: • Sustained Superior Performance Award Mr. Haynes has served in other capacities over the years. These include: Service in the United States Air Force. He served as Program developer for the National Technical Association where he established the National Student Technical Symposium for college and university students. He served as National Director for this program for several years. For the NTA organization he also served as President of the Hampton Roads Chapter, National Secretary, National President and Executive Director. Mr. Haynes has owned and operated several small businesses over the years. These included tractor trailer hauling, real estate, and an automotive preventive maintenance company. Mr. Haynes earned the Bachelor of Science Degree in Physics in 1962 from Virginia State University, Petersburg, Virginia, and the Master of Science Degree in Physics in 1979 from Old Dominion University, Norfolk, Virginia. Mr. Haynes has also studied at the College of William and Mary and the University of Virginia.
