GEORGE L. WOOLEY, PH.D.

George L. Wooley, Ph.D. is an Information Security Lecturer at University of Maryland Eastern Shore (“UMES”), a full-time position he has held since August 2001 after many years of teaching part-time at American University, Bowie State University as well as UMES.   Dr. Wooley received his Ph.D. and holds a Master of Science Degree in Engineering Management from George Washington University and a Bachelor of Science degree in Electrical Engineering from Prairie View A&M University.  He also attended the Federal Executive Institute in Charlottesville, Georgia and the Executive Leadership Development program at the Army War College.

Dr. Wooley’s qualifications which encompass thirty (30) plus years of managing information security technical projects and activities; participating in and managing computer software and hardware projects for thirty (30) plus years; and forty (40) years of research in information security, cryptology, networks, speech processing, and secure space systems also include lecturing, teaching skills and his role as a Briefer. He facilitated the successful security accreditation of over twenty (20) computer systems of various sizes and up to 3,000 workstations. 

From March 2001 through August 2001, Dr. Wooley served as an Information Assurance Consultant for Anne Arundel County Economic Development Corporation where he performed a High Technology Incubator Study.   Dr. Wooley served as an Information Assurance Consultant from April 2000 through March 2001 at Metters Industries; the Chief and Deputy of the Information Systems Security Group comprising 400 engineers and computer scientists among 900 employers from 1994-1999. During his tenure as the Chief of the Office of Administrative Services from 1992-1994, 25 financial workstations along with a large training operation were under Dr. Wooley’s purview. Dr. Wooley served as Deputy Chief of Space Systems...which comprised 75 engineers and a computer scientist and Deputy Chief Secure Products and Technical Services ... which comprised 100 engineers and a computer scientist.  During the period of 1964 through 1989, Dr. Wooley held numerous Electronic and Technical Manager positions.

 In 2000, Dr. Wooley received the National Security Agency Director’s Distinguished Service Medal; the United States Presidential Senior Executive Rank Award in 1998; the National Security Agency special Recognition Award in 1997; and the Equal Employment Opportunity Outstanding Achievement Award.  A prolific writer, Dr. Wooley’s principal publications include “A First Data Mining Course” which was published in 2005 in the Second Annual MCRMS Conference On Research In Mathematical Science; and “Results Of A Classroom Enterprise Security Assessment of Five Large Enterprise Networks” which was published in 2002 in Proceedings of the 18TH Consortium for Computing in Small Colleges.
