CIBAC began as a NASA Cooperative Agreement requested for the purpose of establishing a research center in the State of Maryland that involves three of its five HBCU’s by addressing one of Maryland’s strengths, namely aerospace sciences and engineering. The consortium brings a unique perspective to information based aviation research in the state of Maryland. The major thrust of the consortium is to make significant improvements in general aviation safety by contributing to the vast body of research in the field.
